It is not apprehended by His Government that after what has passed the Emperor of China will be so ill-advised as to recede from his engagement to ratify the treaty concluded by His Plenipotentiaries.
To order, however, to relieve you from the embarrassment which such an unexpected state of things might create as to the course to be taken with regard to Hong Kong,
I think it right to state to you that His Government have determined, in concurrence with Sir Henry Pottinger,
